Recover access by email, sends a magic link that mints a new API key

For when an API key is lost. If an account exists for the email, a magic link is emailed; opening it mints a fresh key (shown once) and verifies the account. Always responds 202 regardless of whether the email is registered, to avoid disclosing which emails have accounts.
